It didn't stop there. We can also look more closely at data for the US Census Bureau, which only takes into account households and not children but includes all non-homogenous households as well. The data also don't use the year when you were born or don't even include any children born in the US. So it's possible to make some generalizations about states, and state-by-state, and state-by-state, too. There are several states that are fairly uniform in how they allow their own children to attend schools. Even though they generally do not use all children in education, some states did allow their own children to attend schools during the first years of their lives. So it doesn't mean that there aren't states that have adopted this concept. It means that they have allowed nonwhite families and nonblack families that have not been able to attend school to attend schools as well, since children are often in school in the first three months of their lives. It's possible to say that the federal government is giving extra special support to these families or schools that have been unable to pay their fees. It's possible to imagine where in history, a state could pass legislation that would make a school voucher program more likely. A quick aside.
